City Hall has new bylaws to prevent illegal dumping, and this is the perfect opportunity for a home-grown entrepreneur such as yourself to help clean up our town. Why? Well, aside from aesthetic reasons and good karma, there are plenty of valuable building materials to be found in all that junk, which we are more than happy to let you have in exchange for you footing the recycling costs. The mayor has even agreed to let you have a say in designing any neighborhood you’re able to clean up entirely—the perfect opportunity to install that rosebush or glorious statue you’ve always wanted.

In order to clean up a recyclable piece of large garbage, you can find it on the map, tap it, and simply hit “Recycle”.
If you’re more interested in cleaning up an entire neighborhood, go to its statue and hit the "Recycle Garbage" button or select any piece of garbage in the neighbourhood.. This will show you all the recyclable garbage in a neighborhood. Use the arrows to navigate within the neighborhood, or hit “Recycle Next” to find the next recyclable item.

Rules and regulations? Ah, yes, I think I have a list of the relevant articles from the city bylaws written here, along with some useful tips:
  1. For large garbage removals, a recycling fee must be paid in order for the item to be removed. On public land, or with the permission of the landowner, the collector pays to recycle the garbage, and is rewarded with any non-hazardous materials salvaged in the recycling process.
  2. Recycling fees vary with the difficulty of the item’s removal—specifically, the size, type, and location of the item. As a rule, expect to pay more for removing larger garbage from more hazardous neighborhoods.
  3. City items such as bushes, trees, fences, and statues cannot be built or added to a neighborhood that does not meet city regulations. Namely, the removal of all large garbage.
  4. Net Worth can only be collected from statues built in cleaned-up neighborhoods. The Net Worth can be collected every 2 hours, and increases in amount with the neighborhood’s value from trees, bushes, fences, and statues.
  5. Regular maintenance issues such as potholes, broken benches, and trash cans do not count as “large” recyclable garbage and do not prevent you from upgrading a neighborhood. However, while they are cheaper to repair or remove, they are not covered by the bylaws to prevent illegal dumping and as such require regular maintenance.

Here's the best way to complete the first neighborhood quest:

  1. Tap the statue, then the "Recycle Garbage" button to make sure you've gotten every piece of trash in the neighborhood. It will point out any you've missed.
  2. Once the garbage is cleared, tap the statue again and select a replacement statue at the bottom of the screen. Make sure to tap the cost below the statue in order to purchase it.
  3. You're ready to collect Networth! A bubble should appear above your new statue. Simply tap it to collect!

How to complete the "Spend $1200 on city decorations" quest:

  1. Tap any of the bushes, trees, fences, or statue in the requested neighbourhood in order to bring up the purchase carousel.
  2. Purchase decorations to fulfill the objective.
  3. If you don't have any more decorations that cost cash left, you can still purchase decorations for diamonds and it will count towards the quest. 1 diamond = 100 bucks.
